HISTORY
In 1991
statistics from the new county jail were presented by
the county jail nurse regarding offenders arrested five
or more times since the establishment of the jail in 1989.
The consensus of the corrections staff was that more than
90 percent of the identified repeat offenders had histories
of drug and/or alcohol abuse and/or dependence.
There was
agreement regarding the lack of local capacity and treatment
focus to treat this special population. The coalition
applied for and received CSAT funding in the fall of 1993.
A move toward
an antisocial treatment model was incorporated into the
program format. This was specifically designed to address
the offender population. Studies of this treatment model
demonstrated that the program was effective in reducing
arrest rates and associated criminality.
The end of
the CSAT grant and continued reduction of state funding
resulted in a reduction of treatment hours provided. In
January of 2003 the Consortium began to operate at a loss
due to these funding cuts. In March of 2003 the Consortium
temporarily suspended services and entered into planning
discussions with K.A.D.A. Inc. and our correctional community
to retool, in light of practical budget constraints.
Historically
the Consortium has been considered a high intensity program.
KADA has historically provided medium intensity treatment
services. The combined treatment approach of the high
intensity of the Consortium program and the medium intensity
of the KADA program allow for a broader range of choices
and increased flexibility in dealing with correctional
clients needs. Both programs operate under the Consortiums
"letter of approval", and under Oregon Administrative
Rules, OAR's. All treatment services are consistent with
ASAM PPC2R criteria for the placement and treatment of
substance related disorders.
