Wemble Naalam T’at’aksni (Wemble YRTC) has been awarded funding by Portland Area Indian Health Service for master planning of Native youth residential service delivery and facility needs. Wemble YRTC has been in operation since 2002 in a leased facility that is far beyond its life expectancy.
Wemble YRTC has solicited and awarded a contract for master planning services with W&H Pacific Engineering, an Indian owned firm. The master planning process begins with identifying the clients needs, quantity and types of services to meet those needs, the required capacity to provide the services, the facility requirements, and the cost of operations and construction.
It is imperative that Wemble YRTC receive input from the Tribes we serve (all PAO Tribes of the Northwest). We ask that you answer the questions below and provide us input that can be incorporated in the master plan.

In the five years of operations, Wemble YRTC clinical staff has identified gaps in the continuum of care of treatment services for Native youth. We frequently receive youth that present with severe alcohol and drug addiction, mental health issues, health problems, and trauma. When clients graduate our program, we have found that they have difficulty getting access to aftercare services, and reconnected with education, culture, and social support systems.
